Haj said he needed a DF to become strong enough to do this, which is why he competed in the Dressrosa colosseum fight for the mera. Haj getting Loki’s fruit after his death is the most logical way for him to become strong enough to be giant king.
Haj was introduced in Dressrosa and is allied with Luffy. He was introduced as a weakling and is growing in strength to achieve his goal. Loki on the other hand was always powerful. The dynamic is similar to Luffy and Ace.
