Loki having a hamer instead of an axe means he might fight fluffy since fluffy never fights people with blade and oda giving loki a hammer begs the question, will he fight fluffy or not?
I kinda doubt they will fight.
I think Loki here is the played person or the one who lets himself be played for the sake of his country. Luffys guts to trust him wont fail Luffy.
Still think it was Herold and/or Jarul who made a false play here.
