There is proof that it got stronger in chapter 1044, His CoC haki streak is huge, the range of his CoC haki improved. He is giviing off CoC haki like crazy now, causing Kaido to be worried.
Luffy was giving off COC just by existing in this chapter.
The Haki "streak" appeared for the first time against Doflamingo, so that simply might be a retcon to make it visible from that point on. Meaning we didnt have it visually in Gyojin Island, and that's all. And that feat had several kms range. So what he did in this chapter, is not impressive.
