While it's possible that someone like vivi could be the catalyst I believe Luffy makes the most sense given how impactful he has been on the other characters him being captured and sentence to be executed could be what kickstart the final battle in the story

it would parallel shakky would was the catalyst of the god valley incident with powerful forces like his crew the grand fleet red hair pirates the kuja minks wano samurai etc coming to save him
