Because he put P1 down. How she will catch him in a 1vs1 if P1 isn't there?
Luffy is faster and have FS

It's not because he needed G4 for a specific situation that he will need it for the entire fight against Ulti

Did Luffy try and use G4 for Ulti or not?
Even with his FS Ulti still send him flying and bleeding with her headbutt
Luffy did need G4 and try to use it, if Yamato didn't try to save him he would have used G4 stop your delusional mental gymnastics already!

The point is you already admitted that base Luffy can beat King but Luffy needed G4 for Ulti, so Ulti > King

It doesn't matter you need to prove Ulti could grab Luffy like she did but in a 1vs1
When Luffy could toy with her and P1
For now your argument is moot it's like saying "Queen could make BM sleep so in everya fair 1vs1 he will be able to do it"
Or Kaido used hybrid against 5SN so in a 1vs1 against Killer he will need Hybrid

Luffy didn't used FS against Ulti.
When he use FS hé have those line above his head

Against Ulti he didn't had those lines

Luffy acknowledged he underestimated Ulti but still goes with Base and G3 to finish Ulti and P1
But you think he need G4 for just Ulti ?
We also see P1 + Ulti needs Hybrid and Full Zoan to fight a base Luffy.

You just can't read I said he don't need G4 to beat Ulti in a 1vs1 but he needed it to get out from Ulti's grip in a 1vs2

I never said base but he don't need G4 unless he want to finish fast. Because yeah Luffy couldn't take too much damage before fighting Kaido
