Chapter Discussion Luffy was born during the time Dragon had the tattoo

So I just observed Dragon had the tattoo between 22 years and 14 years ago timeline . It looks like there is connection to this .

The tattoo has something to do with Sky people we know Shanda tribe has this.

The Dragon’s tattoo incident may very well be important part of timeline . Did Dragon know something siginificant regarding to Luffy’s birth and Nika arrival ?
