Garp and Roger beat Xebec and his crew ( Whitebard, Kaido, Big Mom) etc. So no matter how you try to downplay Roger, he was still the strongest Pirate, only Prime Whitebeard(WSM) could be equal to him.

Garp and Roger combination makes Luffy.

Roger's will and Garp's genes flowing through his veins.
