If by chance the Gorosei were talking about Luffy's fruit in 1037, I think I've come up with a very solid idea on what the Gomu Gomu no mi might rather be:
I think Luffy could also be a compression-/decompression man.
My main argument boils down to the fact, that I think he does not neccessarily have to be rubber, as in the substance, but he instead could also just mimick the typical quirks of rubber by compressing and decompressing his tissue, thanks to which he's able to freely manipulate the tensile strength of his body, something we know he's able to do in the manga.

1 Made up of a substance =/= control over a quirk

1. 1 It's called the rubber fruit, but he's not really made up of rubber
Ever thought about how Luffy, even though his fruit is called the rubber fruit, isn't really made up of that substance? In fact he always keeps his organic body made up of blood and flesh, even if his ability is used.
Compare his situation to characters who are indeed made of a particular substance, such as logias or Katakuri.

They only have access to their specific abilities when „activating“ their ability, means turning their bodies into their element/substance. Which is imo why Katakuri's ability also fundamentally differs from Luffy's.
1. 2 A substance has limiations, manipulating a „quirk“ not necessarily as much
I think that if Luffy would be a particular substance, in that case rubber, he would have certain fixed natural limitations, mainly the recoil effect, that happens when rubber gets elongated to its limits.

But if you recall some of Luffy's pre TS moments where he stretched out his arms towards infinity without the recoil happening, until he actually wanted to, it makes me think, that's he's instead able to manipulate a very specific ability (→ compression) instead and it actually does not have to obey the potential limitations of an actual substance. That's why it only bounces back when he wants to.
→ It's for example the same difference that exists inbetween being able to control heat and turning into the element fire or controlling hardness and turning into the substance steel.

2. Gear evolution

2. 1 Gear second: Compression of individual body parts w/o direct force application
We all know that pre ts he still had to press his body into his legs, in order to create that blood pumping effect.

After the timeskip he's able to compress even individual body parts without the need of manipulating them with some direct force application.

He became able to freely control the tensile strength of his tissue, he can even do so while jumping, which imo happens thanks to greater mastery of his actual ability- body compression.
2. 2 Gear third: Tissue compression to shut off the air flow to the rest of his body
Pre ts he had difficulties controlling the air flow throughout his body, when he used Hone fuson. Most of the time he had to navigate that air through most of his body, before it went into the desired bodypart.

What I think happened over the timeskip is, that he actually improved his compression ability to the point where he's now able to trap the air exactly there, where he wants it to be, simply by compressing the body parts, that are the nearest to that inflated area. He basically just shuts off the air flow to the rest of his body.
2. 3 Gear Fourth: Artifically enhancing his compression abillity- the peak and embodiment of his compression ability
That gear is basically the embodiment of what his ability essentially might be. First he forces his decompressed body to inflate, by blowing air into his muscles, which he then compresses with the extra help of armament hardening to a super hard Kin'iku fusen.

But that's not all, he's also using that same ability, compression, to create that iconic G4 mechanic.

Notice how everything about that Gear 4 boils down to that ability in specific. Coincidence?
2. 4 Drawbacks: Compression and decompression need to stay in balance
I think it could be, that his abilties need to stay in an equilibrium. Therefore those drawbacks kick in, when he completely over exhausts either ability. The result: his body answers with an extreme expession of the other ability.

I think it's pretty cool, that my idea explains those rather specific drawbacks surprisingly well.

→ All those developments came to fruition thanks to the greater control over his tensile strength manipulation- ability and seemingly only thanks to that and I would just put it under the concept of compression in order to come up with an alternative DF name.

Combined with that „quirk control =/= substance“- argument, it's imo a pretty solid alternative to the rubber fruit.

you saying : if he's DF isn't the rubber fruit then you generalize with the main property of rubber wich is elasticity and you say his fruit is actually the Elastic fruit. This doesn't make any sense , WICH elastic material are we talking about? not all elastic materials are insulators so that would still be a inconsistency with Enel.

If he can be ANY elastic material that doesn't have any other property BUT elasticity that's still the gum gum fruit , otherwise he would have other powers that might or might not be insulators wich would still mantain the enel inconsistency

I see your point and you are actually right about it within RL physics. After reading into it, I've noticed that I actually got it wrong. Thanks for poiting that out.

Nonetheless I don't think it's necessarily a killer argument.
Luffy's body is not made of an inorganic substance, similiar to logias, whether he's using his ability or not. He's made up of flesh and blood like normal humans, so even if it's the rubber fruit, -what it most likely is btw, I was just speculating -, it wouldn't make sense for him to be an insulator anyway, as there are a lot of ions that can move around freely within his body's fluids, which would therefore conduct the electricity.
So either way it seems to be an inconsistency....?

In order for him to be a real insulator, he would actually have to turn his physical body into the actual substance rubber, which would then be ripped off of those body fluids and those moveable ions.
And like I showed, in contrary to Katakuri or logias he's not actually turning his body into the substance of rubber. He's always a normal human made up of flesh and blood, whose body tissues just happen to be elastic.

I don't see it happening. First of all how would he activate it? With a flame bath? Secondly: Logically speaking it should be a permanent effect. And thirdly, his body would become hard and he therefore would lose his elasticity, the one ability his entire moveset is based on. All this just for increased durability? Very unlikely imo.

I just want to clarify something: I'm speculating about a "what if"- scenario. In 1037 the five elder stars were talking about a DF that got its name changed over the course of time.
If they were talking about Luffy's fruit, I think my take seems to be a great alternative to the rubber fruit. That's not to say that his fruit is not the rubber fruit, just a what if.

There is a chance but op op fruit price in the market is the most expensive.
But is there any df got protected like gomu2 did? It got guarded by WhosWho which the rival of luci and the rising star from marines.
And if the df really dangerous why marines not aim luffy from the begining?

Pretty intresting idea, I was about to bring up Enel but you clarified that already...However, why would the Goverment be in shock hearing about that fruit? Like what's so special about it?
