I think it's Imu if I had to bet money today. BB a close second but I think he's more likely to be a general antagonist in the OP race than in the story finisher.
But I refuse to rule Akainu out of it too.
He's got perhaps the single biggest vendetta against him by Luffy, as much if not more than Blackbeard. And Oda hyped his attack power very poignantly for a reason.
I'd be fucking furious if he ends up a Dragon/Sabo victim.

I'd still say Imu at the moment but Blackbeard's chance of becoming the FV is increasing the more we know about Rocks so who knows.
Honestly the only thing that's cockblocking BB from being the FV is his weak ass crew. They are in a dire need of upgrade and just normal progression or more DFs won't be enough, thye need to be domi reversi their ass off

In my opinion; the reason why imu was passive to rocks because imu manipulated rocks to fight garp/roger in god valley; and i don't think imu is gonna wait for mary geiose to be attacked by rock's son blackbeard; so the probabilty that that blackbeard is gonna get manipulated into fighting luffy/coby; and if you notice the god valley fight occured BEFORE roger discovered the one piece.
This chapter is the greatest set up ever to discuss who is the final villain of OP. Make your bet

With xebec backing off with a declaration I will be back....
Blackbeard will face IMU and won't back away
Now, IMU dealing with BB before Luffy won't make sense at all....
But BB dealing with IMu (not solo of course ) before taking his powers do make sense as perhaps it will complete BB's holy trinity.
One has ambition of having "The world"
.... other already has it....
But people who said....BB is just raftel fight... just took hard slap because this is the third time when Oda reminded us that BB dream goes beyond Raftel
