At least Luffy got his freaking ass beaten throughout Marineford until Egghead. Meanwhile I waited for every fight until a villain actually throws a good punch at Naruto which practically only happens on the rarest occasions.
At least Part 1 Naruto (the character) had interesting battles. Shippuden Naruto's only good fight is Pain.

I like many MCs. They're never my favorite. Some rare times they are but not usually. But the point is I rarely dislike them. Luffy is far from my favorite, but it's still a great character I'm fond of.

I do dislike some like Deku, Asta and perhaps Natsu.

I would put Luffy above Naruto as an MC, Luffy's stupidity generally comes off as funny and simply from not caring, while Naruto's activity comes off as annoying and a way for the author to add things making Naruto look worse. (Like the whole Wind Nature Training). Naruto is really proactive in anything mostly being dropped in to things.
