Right now Mihawk and Crocodile are gag characters because their relevance to the plot hinges on Buggy, a gag character.
Mihawk and Crocodile have characters and goals of their own but none of them matter anymore because the plot wants them to join the race to One Piece. But Oda can’t think of a way to write either Crocodile or Mihawk actually joining that matches their characters or goals so he decided to fold them into a gag. Buggy’s gag of “failing upwards” now applies to Crocodile and Mihawk.
From now on, Mihawk and Crocodile are part of Buggy’s gag atmosphere where they will “Fail upwards” with Buggy, doing nothing in the actual story and random nonsense coincidences taking them wherever Buggy wants to take them.
