If this were the case, why is Mihawk called the world's strongest swordsman?
It's completely pointless to associate everything related to WSS with Mihawk only for Gandhi to be the "true" WSS.
Because no one should know that Gorosei are immortal rulers of this world. Mihawk was looking someone who can surpass him, not someone who can be equel to him. Why? Case he know truth about Gorosei.

Kid, if Gorosei are immortal they probably can even change own age. So appearence also could change.
