Mihawk being a CD is as much of a mystery as dragon being a former marine was, any person with a brain knew it already.
Given shanks and mihawk parallel, i would say that mihaws acts exactly as shanks in the sort of a double agent as both pirate and CD.
I expect him to either go against CD or ally with them against CG by the end of the show where we find out if shanks is genuine about luffy or just plotting.
Reality: zoro is nowhere near as strong as luffy in order to beat kaido hence why he needed ACoC to beat a YC.

And Oda delivered something based on that. Zoro's going to slay a dragon and Oda's solution was to make King have a dragon attack. He even had Zoro say I'm here to kill Kaido but he's too much of a MC muncher to do better than a big punch.

Then thats people seeing what they want, unless Oda was planning to have Zoro kill Kaido and changed his mind, which every normal person who has been reading One Piece for so many arcs would know wouldn't be the case.
