Yes. The government thinks that Buggy is a full-fledged yonko in strength, at least not inferior to Luffy. Mihawk is the only lone character without a territory and a team who is worth more than his captain. And all his reward for pure strength. According to the Government of Mihouk>Average yonko.

Yonko reigned the NW like gangs reign districts. The moment the Police man or SWORD man enters the alley, they are quiet and hope to not draw attention.
