Splendid reasoning in this thread, but you fell short in the conclusion. It's neither about Whitebeard's personal strength nor ultimately about his distance from the frontlines, but about the strength of his core crew. The WBP were formidable enough to prevent the Marines from exploiting Whitebeard's strategy of appearing in the midst of the enemy without his fleet/ numbers by his side. This is because his top commanders are strong enough to deflect or stall top tiers for enough time to allow Whitebeard to not get cornered. Mihawk is remarking how the physical closeness is deceitful as a plausible strategic advantage because their side can't actually capitalize on it. Thus it is clear that his statement was not intended for powerscaling purposes, he was simply reading the board.
