Oda rather has made this very controversial topic giving Mihawk portrayal that can be matched by Vista, gets stopped by Crocodile, yet he is the WSS who was once Shanks match who crosses swords with WSM, WSC n Akainu and is definitely a Top tier given he is also Zoro ambition.

Based on feats, they seems at similar level. Marco fights Admirals while Mihawk sends ice berg splitting slashes, that are stronger than what Zoro n Law(YC4) replicated, so it is definitely atleast a high tier feat.
Portrayal wise Marco wins, given he got matched against Admirals while Mihawk asks for stalemate from Vista.
I think you have it the other way around. his portrayal including his title, legendary duels with shanks and as zoro's endgame puts him a lot higher than he shows in mf.

Mihawk didnt really feel the need to attack wb forces at all but was focused on luffy majority of the time. each time he did , luffy got help from others to escape and the moment luffy got away he had no desire to take them down at all. while clashing with vista, before he tells vista to continue their battle some other time , he looks away while clashing with vista, at luffy and thinks his strength is more so is ability to make allies. clearly looking for why his rival threw his arm away rather than any serious engagement. Marco on the otherhand had an objective and was willing to go all out. fuji clashed with luffy in g2/g3 in dressrosa .yelling out his attacks and even fuji said he had the strength to do so when luffy said he wont run away. Then fuji got serious and the difference was very apparent. kaido on the other hand one shots g4 luffy. feat wise kaido looks a lot better than fuji does but I doubt the strength difference between both of them would be much. its just like the perception of mama and her feats in wci before this chapter only for the same woman to come back again and duel equally with kaido for hours.
marco's feats were so good in mf , many people today still think a first mate can beat an admiral. its one of the reasons why yonkos are ranked better when kaido can one shot one while kizaru and aokiji failed to take down theirs without nerfs , distractions, or seastone cuffs in kizaru's case. Clearly its not the case. Wb felt he had nothing to lose. kizaru and his mates still wanted to protect mf.

fujitora is stalled by zoro allowing luffy and law to move one. does that mean dressrosa zoro was equal ? not really and not even close . pretty sure at a certain point you can hold your own againt certain fighters till they get serious. If they had no desire to, then you may not even see an consequences. mihawk was little interest in taking down anyone in the war at all. its that simple.
if you arent satisfied and want more proof. judging by feats this same fuji was unable to cut through doffy's birdcage with the assistance of other people. But we are willing to look past that because he placed his bets on luffy. its not so black and white and dont say he didnt try cause he rained meteors on them.
