Mihawk, in general, is rather interested in world affairs. Roger was a top swordsman of his era, so it makes sense for him to look up to Roger as a WSS aspirant. I'd say he likely wanted to fight Roger one day, and I'd even go as far as to say Mihawk sought Shanks as a way to fulfill his desire to fight Roger as he sees Shanks as Roger's proxy.
Mihawk didnt seek out Shanks, it was the other way around, Shanks sought out Mihawk and thanks to him fighting Mihawk is what made Shanks become famous.
Its more likely that Mihawk entertained Shanks who was weaker as a way for him to see if Shanks would be able to reach the levels of Roger so he can finally have an opponent, but when Shanks lost an arm Mihawk became disappointed and is now hoping Zoro can surpass Shanks and reach the levels of Roger so he can finally have a worthy opponent.

And they had to include also Mihawk and Moria's panel because otherwise the context wouldn't be clear as they needed to show that the panel of Crocodile was taken from the scene of Roger's execution.

Not to mention that Croco's panel has a weird shape, a trapezoid, while they use always rectangular shaped panels in magazines for space purposes.
That's another reason why also Moria and Mihawk are included because otherwise it would be weird to put a trapezoid shaped panel.
That's the same reason why we have also that Robin's panel and not the Croco's panel alone

It's not wrong, he wanted to be Pirate King and failed, he's a fraud and a failure.
mihawk already achieved his dream and became the WSS before people even knew who the F roger was, the PK title wasn't even a thing, the seas were free before roger's execution, after the golden age of piracy the marines tightened their grip on the seas forcing mihawk to become a warlord to sail freely.

roger was the real fraud tricking countless gullible souls to go out to the sea in search of a lie that only the chosen one can make use of.

It's clear as day that the whole page is about Crocodile alone but for absolute no reason somehow the subject of that specific section are Croco, Mihawk and Moria together

I already translated it, it says nothing about Crocodile specifically, it's referring to all three, hence why all three are shown

So whoever the phrase is referring to has been aiming to become pirate king ever since the Great Pirate Era began. Could be one person, could be any number of people, just depends on context.

I’m not sure if the text and image are taken out of context so would be interesting to see the full thing.
