Admiral Kitsune and Film Z aside, will Oda ever adress this in the canon?

We know from the Strong World one shot that 25 years before the start of the series Sengoku was an admiral while Garp was a vice admiral and Kong was the gensui which leaves 2 empty spots.



Note: The scan translated Kong's post as admiral but he's called gensui or fleet admiral in the original.

Since Garp was being offered a promotion maybe the position was on hold for him. Kuzan says "you turn down yet another promotion" so that was was not the first time he refused the post. Another possibility would be Kong being promoted to gensui recently and was intending for Garp to replace him as admiral. But even if that's true and the Roger's era had 1 admiral post on hold that still leaves 1 empty spot.

When Whitebeard talked about the legends of the past he only mentions Garp and Sengoku from the Marines, there was no mention of a third marine:


Here Roger told some defeated marines that they should've bringed Garp or Sengoku, no mention of a third admiral:


The "third admiral" can't be Kuzan as 20 years before the start of the series during the Ohara Incident he was still a vice admiral:


The "third admiral" can't be Sakazuki either as 20 years before the start of the series he was still a vice admiral:


The "third admiral" can't be Borsalino as even 13 years before the start of the series he was still a vice admiral:


Even Sengoku 14 years before the start of the series was still admiral, not gensui:


So do you thnk Oda will ever adress this potential character (or characters) in the canon or maybe since there were less pirates as well as no yonko system during Roger'era just 1 admiral was enough?

Admirals are average top tiers. There names get lost with time, we’ll probably never find out who they we’re.
But Roger was talking about the present and he still only mentioned Sengoku and Garp.

Fleetadmiral was Kong
Admiral are Zephry,Sengoku and the one left spot.
Im sure Zephry was on his own a monster but his name wasn´t big as Garps or Sengoku.
And the third admiral was either a old dude who retired or a young character(Dragon?).
Zephyr is unfortunately non-canon. Strong World isn't canon while the character Shiki is canon but with Film Z both the story and character are non-canon.

It is the same for Zephyr too if I remember correctly. The movie Z is noncanon but the character Zephry himself was canon similar to Shiki.
No, if anything Zephyr is more like Douglas Bullet. 1) Shiki was mentioned in the manga while Zephyr wasn't. 2) Shiki's whole backstory was writen by Oda while for Zephyr Oda only provided the charactr design. 3) Chapter 0 was actually released on shonen jump along with the chapter of the week while volume 10000 was only distributed in the movie threaters.

Maybe the third one wasn’t really a monster like Garp & Sengoku. WB and Roger don’t mention the name Kong- the Fleet Admiral too.
It’s understandable though, it’s hard to make a name for yourself when you have to do so by competing against Garp and Sengoku.
Yeah but in Kong case one could argue the fleet admiral only fight and leaves headquarters on special occasions.

Even if Zephyr is non-canon (or as a person from a defunct forum site tag: semi-canon), since he is designed by Oda, chances of him being the 2nd admiral of Roger's era is high... Outside the movie, of course, there was no discrepancy with his existence and with the history of OP world... Oda can make him full canon anytime he wants to (like he did with Shiki, Chaton and Momousagi)...
