Admiral Kitsune and Film Z aside, will Oda ever adress this in the canon?
We know from the Strong World one shot that 25 years before the start of the series Sengoku was an admiral while Garp was a vice admiral and Kong was the gensui which leaves 2 empty spots.
Note: The scan translated Kong's post as admiral but he's called gensui or fleet admiral in the original.
Since Garp was being offered a promotion maybe the position was on hold for him. Kuzan says "you turn down yet another promotion" so that was was not the first time he refused the post. Another possibility would be Kong being promoted to gensui recently and was intending for Garp to replace him as admiral. But even if that's true and the Roger's era had 1 admiral post on hold that still leaves 1 empty spot.
When Whitebeard talked about the legends of the past he only mentions Garp and Sengoku from the Marines, there was no mention of a third marine:
Here Roger told some defeated marines that they should've bringed Garp or Sengoku, no mention of a third admiral:
The "third admiral" can't be Kuzan as 20 years before the start of the series during the Ohara Incident he was still a vice admiral:
The "third admiral" can't be Sakazuki either as 20 years before the start of the series he was still a vice admiral:
The "third admiral" can't be Borsalino as even 13 years before the start of the series he was still a vice admiral:
Even Sengoku 14 years before the start of the series was still admiral, not gensui:
So do you thnk Oda will ever adress this potential character (or characters) in the canon or maybe since there were less pirates as well as no yonko system during Roger'era just 1 admiral was enough?
