Garp is the most basic character out there
Simple minded, laughs off everything, good morals, beats pirates to a pulp, is part of a wicked tyrannical system but is never seen remotely showing signs of any form of ideal or philosophy or questioning the morals of said oragnization. Garp never engaged in any intellectual conversation basically, he is a character driven by superficial emotions, straight as an arrow.
You can consider his plot to be cool and well written but he is in no way a comlpex character lol

Garp knows he's in a rotten organization hence why he refuse to serve tenryubito and refuse Admiral title but he has to protect weak people. He even hate most King (like stelly ans doesn't respect them)
After MF when a lot of dangerous pirate were released Garp was there to people from them

Also as far as we know he doesn't blame anyone (Luffy, Dragon or Ace) for their choice eventhough he would have loved they all become marines

Generally the way to be complex in OP is for Oda to pull them in several directions while not bothering to detail the character arc.

Case in point. Oda doesn't even touch on Garp so yeah, he kinda looks complex. We have no reason for him to look the way as much as he does

Factionwise most complex characters imo
Kuzan (Admirals ex)
Shanks (Yonko),
Mihawk (Shichibukai former),
Fisher Tiger (Fishmen)
and maybe Dragon when we get something more than "....." from him.

Mentioned already but yeah gotta hand it to Fisher Tiger.

Could have easily been a pretty straight forward freedom fighter with good morals type of character but Oda did a good job fleshing him out far beyond that. His death has to be one of the most powerful moments in the manga with how it portrayed his struggle to avoid perpetuating hatred for humans despite the disgust he himself ultimately felt towards them.

Think the strength of his writing can also be felt in the other great characters surrounding his story. He and Otohime came to mutually respect one another despite their radically different approach since he, on one hand, could understand that she was fighting a generational battle bigger than the struggles of any one indiviual and she, on the other hand, could see that there was still need for someone willing to take firmer actions to help those suffering in the immediate reality.
Hody Jones is better
