Even as an underling, he still could have done so much with his powers, a sleep devil fruit has so much potential with him having the potential to put not only others to sleep, but also control them via sleepwalking, use a healing sleep technique, possibly putting his foes into nightmare trances that only he can break off, see and interact with others' dreams, etc...

He seems like the most broken support ever, yet he's so underused.

Same for many of his comrades both members of the Charlotte Family and other subordinates such as Tamago, there could have been many more named non-Charlotte BMP and their powers that could have been introduced.

And there were many BMP and their devil fruits that could cause ravages in their enemies' ranks or prove to be invaluable support for their comrades and allies with their devil fruits.

And Pekoms' writing was all over the place and didn't make any sense, with him being shot by Bege twice, the second after having been asked to join the plot against BM which he refused (which made no sense given that Pekoms was never going to join Bege who shot him in the back and just served as weak excuse for Jinbei and the Straw Hats to ally with Bege), then he somehow escapes the Sun Pirates, then he turns traitor to help Luffy, only to be punished for his betrayal by his BMP comrades.

Several factors of why Whole Cake Island arc was such a mess.

I would have loved to see more of Smoker, dude is arguably the coolest marine. Boa became useless too. Vegapunk is annoying and sounds like a dumbass. The guy is one of the most important background characters since pre-ts. I was actually expecting a smart and competent character to be written, I got none of that. Maybe Oda just isn’t capable of writing a smart character lol
