Tbf she is a side character unlike SHs or important arc villains like BM. Given how many side characters oda creates , giving all of them equal focus is hard. Though I agree oda could have shown her in better light during beehive fight. Even Kujaku and gruss did more than her.

Yes but he certainely didn't have to make her so powerless and treat her that badly during Punk Hazard. She could at least have beaten Monet on her own, and I love Monet, and do something and have been shown to have grown stronger in Beehive. Plus she has that unique relation with Zoro, and she actually made Zoro more interesting because she bringed his more sensitive and vulnerable side during Preskip.

So yes, it's always going to be a sore point for me.

Also other than her and Smoker, I do feel like X-Drake and SWORD in general had some real cool potential, but sadly this too went nowhere.
