It pains me to see how Smoker has been treated throughout the series. I'm going to add a few other characters below:

Hawkins by FARRRRRRRRRRRR.

Third highest supernova bounty, fought kizaru in sabaody for the longest time(even tho it was a stomp from kizaru's part), powerful fruit with several uses on it's base form and... He ended up as a lowly coward who couldnt even make it to tobiroppo lvl, lost to killer and died as a dog in what was left from the castle.

I still think his fruit will be relevant during EoS.

Top 5 for me:
-Bogard....
-Drake....
-Kyoshirou: made no impact in wano at all
-Shiki(since strong world is non canon, the guy ve been missing for 20 years, where the fuck is he?)
-Enel: can be one of the very strongest, just needs coa, yet oda decided to sent him to the moon.
