Bokaugo only had OFA for s hort time, the previous holders stayed in Deku.

Bakugo seems to be the second holder so if that's true he needs to go in the past to really receive OFA from the first

I don't think the quirk went back and forth between Deku and Bakugo. AM implied that Baku didn't really received the full quirk and the previous holders stayed with Deku because he was ready to give OFA to save people.
