Still going with my gut and thinking its Rocks or his clone (i.e. like Stussy and a VP creation).
VERY few characters have cutlasses in this story, being only Roger, Shanks and Rayleigh in the end. Garling sort of does too but the hilt looks different than the average cutlass (less piratey)

I personally don't want Rocks to be introduced like this though
Personally I think of theres any cloning it would need to be Rocks because Vegapunk was cloning Rocks pirates before Roger even died.
Weevil is 35 and is a failed clone of Whitebeard. This was implied by Bakkin.
Stussy i believe is in her early 30s or late 20s and is a clone of Bakkin.
Both are former Rocks pirates. It would stand reason then that there are more, especially if Stussy survives the arc and she gives more context.
Edit: The God Valley incident was several years before the cloning even started, so it wouldn't surprise me if Bakkin, Rocks and others were captured for a time and got samples taken from them. Kaido was captured separately so he is also a possibility.

But it could be that after being defeated he doesn’t find the world so funny.
