The Dragon form given the sheer size. It's understandable why the reaction speed was low.
Kaidou was featured as " World Strongest " and difficult to damage/cut/penetrate type of enemy. Who is someone who would rely on Tankiness.

But when someone can damage like let's say luffy gear 4 , FS came into play even with Dragon form.

Oden didn't two shot Kaido at all. Kaido instantly got up from oden's strongest attack and K.O.ed oden.

Mihawk's Conq Haki is slightly above Shanks' Conq Haki so at the least Imu has equal Conq Haki to him
