Any can do, actually.
The point is to not just being fixated to one side (either positive or negative), because someone always has different aspect/traits/history.
Take Robin for example, most fans focused on her strength instead of her history as cold blooded assassin who might as well has the highest kill count among the SH.
For me, Pudding is one example of Oda showing how he can create a character with their worst side and best side together in one. Just like Sanji, their wide characterization is what some people like.
Just kidding, I love Pudding because she's a busty petite type of girl, my favorite fetish.

As for who Sanji ends up with, it'll be Pudding if anyone. Nami already said she didn't want to marry a pervert in Thriller Bark, and there's no real potential with Viola.
Oda straight-up devoted an entire arc to building up a relationship and potential for the future between Sanji and Pudding, idk why people still think anyone else is a possibility for Sanji.
I still think that Sanji and Pudding need to work on themselves for a few years before any possible romantic relationship happens for real between them.

I think the best ships for the Straw Hats in general would be Luffy/Nami, Franky/Robin, Usopp/Kaya and maybe Sanji/Pudding, if Oda ever decides to give some focus on romance beyond WCI. Zoro needs more actual interactions or hints at least with Tashigi or Hiyori for me to support either possibility.
