Here's my reasons why Jiraya kinda sucks:
His whole shtick of being a pervert gets annoying really fast, especially considering he avoided his responsibilities for years because of his creeping on women addiction.
He's at best a mid teacher, he barely improved Naruto after 3 years of training, Naruto had no clue what chakra nature even is.
As a fighter, he was also fairly underwhelming, many akatsuki members would defeat him.

When he said something along the lines of "I was always a failure" I couldn't disagree.
Kakashi's training with clones improved Naruto in a week more than Jiraya's training did in three years, probably because he got distracted by creeping on women which happened even in part 1.
A handful of Akatsuki members would undoubtedly defeat him.
Tobi would hax diff him.
We saw Pain obliterate him easily.
Itachi would steamroll him with Susanoo.
Deidara would probably win due to the matchup advantage, Jiraya can't do much against his micro bombs.
Sasori probably wins because he only needs to scratch him once to win, Jiraya wouldn't be able to dodge everything, especially considering he isn't familiar with Sasori's fighting style.

He only believed he was a failure because he usually couldn´t save people like Hiruzen/ Minato, win Orochimaru back or win over Tsunade but that is an unreasonable expectation since those were all extreme situations. At the end of the day, he was able to infiltrate the rain village and gather intel that makes it back to the leaf, something most people wouldn´t do.
Also, Itachi and Kisame already admitted that Jiraiya was above them
His toad jutsu is unique and on a different level

Sasuke never dodged it. He got hit by it. Jiraiya can dodge one shot but it will eventually land on him like on Sasuke.
Proof jiraiya can fight like that.
Kisame questioned why they are running away when they had advantage. Itachi was on konoha's side. He obvi didn't want to face jiraiya.
Jiraiya's peer in orochimaru got negged by base itachi. Let that sink in.
