Since when has characters dodged or blocked it? Sasuke got hit , obito got hit , killer Bee got hit etc.

Jiraiya doesn't have raikage's V2 level speed to show case he can dodge.

Bruh he eventually get hit by it. Sasuke used a very costly jutsu for it and you are forgetting itachi wasn't trying to kill sasuke. Using sasuke's fight is meaningless.

Since when jiraiya has gaara like defense?

The Jutsu he used was a substituion jutsu lol. And Jiraiya doesn´t have Gaaras defense, it´s just about how dealing with amaterasu shouldn´t be hard for any competent Ninja. Itachi´s trump card against any top/high tiers should be susasno, probably not anything else

Gaara specializes in defense and has special absolute defense. You can not gift jiraiya that bro.
