They just meant Sage Mode. And this might not even be true as Minato at war could enter much faster than Naruto. Naruto surpassed Minato by using clones to gather senjutsu.

Lets not forget that Hashirama wasnt even a specialist in fuinjutsu, it was Mito who sealed Kurama in herself during his battle against Madara. At this point I dont see Minato being stronger than Hashirama, but maybe potential and guts.
