The Raikage only got hit with Amaterasu because he's fucking stupid and literally punched it with the intent of sacrificing his arm lol, we see pretty clearly that he can dodge Amaterasu easily when he wants to by just stepping to the side lol

Just looking at them isn't the only way to attack with amaterasu , Coat it over yourself eith susanoo and naruto is bound to touch sasuke sooner or later , Not even SO6P Naruto could dodge Amaterasu flames but thsnks Kyubi Chakra to dispose it off.
But this situation Naruto doesn't have access to Kyubi. , but Sasuke do have MS and amaterasu under his belt.
