World Government is Same as Wano
Wano had Flower Capital, Four Surrounding Regions & Fifth One (Kuri) for Outlaws
Just Replace Flower Capital with Red Line/Mary Geoise, Four Regions with Four Blues & Kuri with Grand Line
The Difference is that there shouldn't be a Shogun-Like Character (King on Empty Throne)
Which means there aren't Equivalent of Daimyos in WG
But there must still be CDs who work as Overseers for Five Regions & a Group who Protect/Enforce Law in Mary Geoise
Basically Equivalent of Yakuza Leaders & Scabbards
Guess how many Yakuza Leaders there were? Five
And Scabbards? Nine
That's No Coincidence
Meaning Gorosei are Equivalent of Five Yakuza Leaders from Wano (Not Power Level Wise, i meant Position Role Wise)
And Holy Knights are WG's Version of Scabbards
Since there is No Time Travel involved, that means Strongest Knights in Mary Geoise should be Leader of Holy Knights + Strongest Gorosei
Who are Equivalent of Hyogoro (Strongest Yakuza) & Kin'emon (Strongest Scabbard if there was No Time Travel)

Any Statement on who's Strongest Gorosei is considered Headcanon, but i think We can instead use Zoro's Techniques to figure it out.
Imu's Name in Katakana means Buddha, and there are Five Elders who all Transform into Demons
Zoro's Attacks are mostly Named after Animal Kingdom + Likes of Dragon & Phoenix
However, conveniently, He has One "Buddha" Attack + Five "Demon" Attacks (Not Asura)
Looking at his Demons Attacks, He has Charming Demon Attack, Demon Bear, Demon Horse, Demon Bull & Demon Crow
And looking at Gorosei's Transformation, it's clear that We have Demon Bull (Saturn), Demon Crow (Jupiter) & Charming Demon (Venus)
Other Two are probably Demon Horse & Bear
Demon Bear is Part of Zoro's Nigiri Attacks
Demon Crow was basically a Faster/Upgraded Version of Zoro's Crow Hunting Attack
Demon Horse is a One-Handed Version of Attack that Defeated Monet
Demon Bull was also Faster/Upgraded Version of Zoro's Bull Attack
However, Charming Demon Attack was a Variation of Zoro's Signature Attack Oni Giri
It's basically Oni Giri but with Bigger Range/Reach (To hit Multiple Targets)
You could say it's Full Power (Strength/Speed) Oni Giri
Based on this, i'd say best Guess is that Charming Demon is Strongest among Gorosei, while other Four are Equals
Meaning Nusjuro (Venus/Ghandi) is Knights Equivalent of Hyogoro
It's hard to tell who's Stronger between Him & Garling though (Because if not for Time Travel & Beasts Pirates Occupation, Scabbards under Oden had Potential to all become Stronger than Calamities, with Kin'emon being Best of them, so He could have Surpassed Hyogoro)
