Smoker appeared just after the first five members of the team were introduced. The last mugiwara is an important role. It should be symbolic. It should be a long way. Something has to happen that will force Smoker to make a final decision. It's either Smoker or nobody.

Vivi fits that role better. She was the first ally met in the grand line. Literally kicked off their journey through the grand line and she’s heavily connected to imu

What's the point? What is the moral? Why does the plot need this? Why does Vivi's character need this? What can this show us? What kind of emotions should this cause if she has been nakama for a long time? Joining last mugiwara should be really symbolic (ex-marine), the most difficult decision. The whole Smoker's storyline takes place before our eyes. His whole line is how his views are undergoing changes. Eventually, there should be a turning point in his views. This is logical. There are a lot of good marines. I am convinced that Smoker's role is something more than being a good marine. He is the first logia shown (the team needs a logia). Joining such a person to the team, his recognition of Luffy as his captain will show a lot of important things. This will demonstrate the scale of Luffy's personality. This will show us what Smoker's gradual change in his views led to, which Oda showed us for something, and did not leave in flashbacks. This will cause a storm of emotions. It must be hard and possibly painful. Perhaps something is going to happen that will cause Smoker real pain and will be the last push for him. I'm really looking forward to it. I'm sorry for my terrible English.

Not really. Smoker entire mindset is the one who is more likely to change the system from the inside. Smoker will most likely never quit the marine, but like Koby, he will probably do what it takes to change this system from inside. Nothing shows us right now that Smoker even have the idea to quit. And we would need some setups for that to happen.
There are a lot of good marines. Coby and Smoker always stood out among them. At the same time, Coby stands out only as a friend of Luffy. His storyline is secondary. It is logical that these two do not have the same role in the plot. It is logical that they may just be on different sides of the Marine, since they are so singled out.
Coby always dreamed of becoming a marine. While Smoker has been thinking about the honor of a pirate since childhood. It was the thought of this (that there were no such noble pirates as Roger) that contributed to his joining the Marine. That says a lot. The whole Smoker's storyline is based on how he gradually changes his views about pirates and about the Marine. Moreover, the current situation simply leads him to a moral collapse, when he will no longer be able to do anything else but leave the Marine.
I hope that Smoker's role is more than being another kind marine on Luffy's side.

In our theories, we should be guided by the analysis of the plot and characters, and not by what they directly said (or thought) that they wanted to join Luffy. A huge number of nuances indicate that Smoker can really join. The last nakama is a very responsible mission. It really must be very difficult mentally and very emotionally. No other candidate is capable of giving this.

I am doing my little snooping currently and came upon a very interesting, if utmost unreliable statement. In 2009 Oda said in a Fiesta-interview that there will be a boss character who will become a partner of the straw-hats in the New World – or something like that. Many have interpreted that Oda is going to make a former boss villain a crew member. However, I am be very, very careful with the interpretation. But noticing your devotion, I am certain and hope it gives you some kind of hope for smoker to join the straw-hats.

I think it’s obvious that Oda was talking about Jinbe.

Thank you! All I want is for him to be happy. I see his happiness that way, but maybe Oda will come up with something better. But personally, I don't see any other options yet.
It seems to me that the fandom forgets that Smoker is only 36 years old, and he has his whole life ahead of him. And his life has just begun to change. Hell, he's older than Tashigi by almost as much as Hancock is older than Luffy. And I don't mean pairings now, I mean that the fandom considers him almost an old man who is not ready to change anything in his life. While Smoker has a flexible mindset, he is always ready for discomfort and changes.

I think you should read the latest Chapters.
