If we count all canon Roger crew mates (including Toki, Oden, Neku, and Inu), we're left with 32 members on Roger's crew, according to the Wiki. So, here we go: the full 32 Straw Hats that will sail to Laugh Tale

I really wanted to include Paulie on this list, but he just doesn't have a connection to Luffy and Luffy's dreams.
I wanted to add in characters that respected Luffy's dreams, or were heavily involved in his adventures and close with him. Smoker has been chasing Luffy since Logue Town, of course he'll chase him to Laugh Tale. On the same ship, wheeee! Kind of wanted to add more animals, here, like Laboon, but it would be kind of weird for Brook to meet Laboon before they go to Laugh Tale, I think. Who knows, Crocus could show up with him.
Since Laugh Tale will have a bunch of forces vying for it (Shanks, Blackbeard, the Straw Hats, Cross Guild, the Government), the Straw Hats needs some more fighters.
If this crew was assembled, Sabo, Yamato, Wyper, Bartolomeo, Bonney, Boa, Bellamy, Koby, Smoker, Shirahoshi, and Stussy make the Straw Hats not just a Yonkou crew, but a Pirate King crew, full of experienced fighters with versatile styles.
Luffy, unlike past Pirate crews, will have true balance: his own crew will be large, strong, and tought to match, and then his fleet will also be full of powerful fighters. Whitbeard had few top tiers, but a very solid, large crew with lots of allies. Roger had a ton of top tiers, in Rayleigh, Scopper, and Oden, but not much of a fleet. Big Mom has a large, balanced crew, but is too crazy to control them, and doesn't have top tier commanders, same as Kaido. Shanks has a crew full of top tiers, but a weak ass fleet.
Luffy will be the first pirate in the series to have a large, powerful crew, and a large, powerful fleet. The true Pirate King.
Once the World Government declares war on the Straw Hats and their territories, Luffy's allies will come together to form a super crew, whooooooooooooooooooooo!

It's very clear that only the SHs will be able to find Laugh Tale. Only 2 groups have access to the info of 3 road Poneglyphs (so no. No goddamn marines or fishmen or giants or anybody else) - the BBPs and the SHPs. The Laugh Tale arc is probably just going to be sailing to the island, finding the treasure, and a massive flashback of JoyBoy to bring closure to the void century. No fighting
The last island before Laugh Tale however, is Lodestar and that island is easily accessible and very close to Hachinosu.
It's obvious from the world building that the battle to claim the One Piece happens before Laugh Tale.

They implied the arc needs a fight or it's boring. Okay, well then why the fuck are you reading One Piece when there are several arcs with no major fights at all. Almost 1/3rd of arcs to be exact. Arcs like Romance Dawn, Loguetown, Reverse Mountain, Whisky Peak, Jaya,Long Ring Long Land, Amazon Lily, Post-War, Return to Sabaody, Zou and the Reverie all have very little combat or combat is fairly unimportant to the story. One Piece is primarily about Adventure first, growth of characters second, then battle/fight scenes third. What matters in One Piece is the world building, not ooga booga me punch you harder and Laugh Tale will be THE arc that embodies adventure and growth in their entirety. From a writing perspective not only would a fight not make sense (who else is gonna get there?) but it would serve at the detriment of the conclusion of the journey the crew have been on. They'll have made it to the goal - they don't need to fight to get to somewhere they already are.
Now please explain to me how there's going to be a fight ON laugh tale when nobody else in the story is going to be able to reach said Island?
It's clear to anyone with a functioning brain that Lodestar's going to be a big deal and that's probably where the fight for the One Piece actually takes place - winner takes all with the info from the Road Poneglyphs to triangulate Laugh Tale.
But no sure, let's just agree with a dude who thinks fucking Loki is going to join the crew along with over 20 other complete randoms who have no reason to join the crew, on Laugh Tale with the reason being 'because Roger had 32 crewmates' (HOW is that compelling? One Piece specifically avoids parallels. This is not Naruto ffs). Because it's so easy finding an island that nobody's visited for 24 years, right? Better yet, that people have only visited once in 824 years. Serious question but do you guys even hear yourselves?
