I don't know who's next, but I believe Yamato will join, & these characters also have a chance:
- Otama: has a good chance, she asked Luffy, and Luffy promised he will accept her if she became a strong kunoichi, mean if she meets Luffy she joins.
- Gunko: need to know more about her, I'm sure she will be a candidate once we know her backstory, and she betrays WG.
- Loki: I think his chances are lower than the others due to his size, but I can see a lot of similarities between him and Yamato, so if Oda changed his mind about Yamato, then he should introduce a replacement, and Loki is the closest option, but still there's a main difference, Loki is a male while Yamato is a female. also I think Loki will join Hajrudin.
- Colon: Colon has asked Shanks to join his crew, there's a good chance he will ask Luffy as well.
Anyway, it's really hard to believe that no one will join
