No it is not. Yamato is now one of Momo's retainers which makes Yamato at least a Samurai at heart. hehehe

Pedro was hiding in the treetops when he first talked to Luffy. This is after Luffy had shown excitement to a Ninja. Ninjas hide... a lot.
Luffy with CoO could not tell where Pedro and the other Guardians were when they surrounded Luffy when he was fighting Blackback and Roddy. Ninjas are good hiders as they want to get the drop on the enemy and not the other way around.
The Minks exclaimed Nin-Nin when Raizo was freed from chains showing a Mink fondness to Ninjas. Next scene shows Pedro standing high on a tree branch. Ninjas are known for surveillance which includes spots with higher elevation. In fact, Pedro shows he has a propensity to be in higher elevation then other characters (Pekoms room when Pekoms is recovering, Crows nest on Sunny, In cart in Mirror World, etc...)
It has been established that Oda likes to use wordplay in One Piece. Below is my example of possible wordplay that connects Pedro with Ninjas.
Portmanteau: a word that combines the form and meaning of two or more other words; a blend.
Words to combine:
Ninja -> Sneaky, Ambushes Enemies
Jaguar -> Jaguar Mink
Guardian -> Captain of the Guardians
Put them together... Ninjaguardian!

Oda needs to connect the cover story with SHs as Judge and Ceasar should interact with Vegapunk. I didn't see Germa going to where SHs are to inform Sanji about Pudding's kidnapping on their own, unless someone convinces/forces them to do so. I guess Pedro will do that as he respects Sanji's kindness and this way Oda can show Germa's reaction to new SHs bounties.

Now with Momo being the guardian of Wano. Yamato will join soon. Most likely at the same time as Carrot, if the latter finally will pop up from one of the barrels at the Sunny.
If not. Shirahoshi will pull Pluton with Yamato on top and Zunesha to the final war. Maybe Vivi will be there as well.

His will was to rule Zou, you know? That country that had leaders that were subservient to the Kozuki, the population that is subservient to the Kozuki and rides a big elephant monster that only takes orders from a Kozuki.
That's why Pedro was always shown to want to rule Zou and thats why Turnip inherented his will, to rule Zou ( she's totally not a figurehead honest), so that he can sail with the Strawhats.
