In term of probabilities i would say:

4. A giant/other character we will learn about later

Actually both would be blocked by the problematic of their roles on the ship and their purpose, that's why I keep "no one" at the 0. position. But playing is fun. And I don't see that as more of a problem. The roles and the driving forces (dreams+2 needs) are in my book only important to consider on the second revision of the characters's potentiel.

In short, once we are sure that the character fits the 7 foundamental rules, then we can move on the things I noted as the 12 pillars:

I specifically divided the 7 rules and the twelves pillars to make it more easy to sort each characters in the story and find good candidate. (at the time those characters where Marco / Tama / Momo / Yamato and Carrot and to make it easier to choose the best candidate among the remainers. Also I divided it that way because I think you can't write a strawhat without a moral Pillar, but you could write one without a dream and a role on the crew.

A dream/goal is just a long time purpose, but if the characterization surrounding the moral Pillar is strong enough, the character should get at least a short time purpose (For Bonney it would be to rescue her father) which is enough for a great characterization. Same, I could see a strawhat without a role on the ship. Even if that's unlikely.

That's why the moral pillar is foundamental while the driving forces are secondary. (for me at least)

that can check if characters are potential crewmate and good potential nakama. Let's see:

1. Is Stussy alive ? Yes.
2. Is Stussy relevant to the storyline ? Most probably yes.
3. Does Stussy is unique or has a unique ability ? Well know we are sure that.. yes.
4. Is Stussy free from faction duty or independant ? Well technically no, but this has a chance to evolve so I will say potentially yes (I count this one as a yes)
5. Is Stussy a friend or a false adversary ? Well Yes.
6. Does Stussy is looking and acting toward adventure.. Sadly.. no.
7. Does Stussy has a moral pillar that could make her move on on the seas ? Sadly no.

Ok. So Stussy don't follow all the Seven foundamental rules that NEEDS to be fulfilled to be considered a good candidate (on the like of Yamato/Carrot/Vegapunk/Momonosuke etc.) And when I say NEEDS its not an option. Without those seven rules the character just CAN'T function as a strawhat. Those are the basics.

Now.. this is a bit too early so as we can't say that Stussy is a real good candidate yet, we COULD see things evolve, have Stussy break down from her link with Vegapunk and maybe a little moral pillar here or there for example.

That would make us move to the second round of question to see if she really has what it takes to be a Nakama.

Let's wait and see, right now it's too soon.

Funny thing, Bonnie DO fulfill those seven rules.

Also the fruit could also be a mythical Zoan type model Dracula.
So based on your seven rules:
1. Stussy is alive - Check
2. Stussy is very relevant to the storyline - Check
3. Stussy has shown a unique fighting style - Check
4. Stussy is being kicked out of her home and no longer with CP - Check
5. Stussy is friendly, she has not met the wings and Brook as an ally - Check
6. Stussy may not be looking towards adventure now, however, vegapunk mentioned Stussy ending up in CP0 was coincidental and not planned so she joined This group of her own accord. When we see why, this question will likely get a check
7. Stussy still has yet shown a moral pillar, however, Vegapunk winning peace prizes and searching towards world peace while Stussy has remained loyal in the past twenty years kinda pushes that Stussy is likely a very Moral person.

so currently she’s 5/7 with strong potential for 7/7 when we get any info on her backstory.

Indeed.. there is a hint in the chapter that shows that Stussy going into the governement was not the wish of Vegapunk. It could mean that there is a story there. I don't know, we need to know more about Stussy to really move her up the ladder.

But it's definitely possible looking at the way Oda is directing the story Parent/child Clone/creators.

Yeah Oda confirmed that Bakkin sees herself as Weevils mother despite him being a clone.

I feel Vegapunk probably feels the same for Stussy
