Martial arts are banned. The older rebels are from the days before those things were outlawed. We see that one POV Wano guy (slick down light hair) say that he'd fight any way he can, meaning that he has no real style.

Ulti for one obviously has hand to hand combat skill, it's likely a good number of others do, too. And frankly you can call CoA use itself a martial art.

Orochi wanted to kill the chance of rebellion so if Karate was banned I'm sure kenjutsu was banned.

You might be able to make the case that restrictions weren't as tight within Kyoshiro's Yakuza or something though.

Can't blame people for mentioning Franky or whatever because "martial arts" is an extremely vague concept.
