Bullshit take.
People like Kaido and Big Mom didn't do it simply because their resolve wasn't as strong and they thought they can settle with having armies on their own or some shit.
Roger's crew was just a crew sailing, he didn't had to bother himself with territories and shit. He went wherever he want.
Kaido, WB and Big Mom were literally lap dogs of Rocks. It deffo had some mental strain on them. His will was only paralleled by Roger.

Roger and Rocks were rivals. Roger dueling with Garp and Whitebeard was him trying to make up for lack of challenge that Rocks brought to the table for him.
Kaido himself holds Roger in the highest regard, ofc u may say he never called him above himself but cmon. The statement about Haki is clear what Kaido meant.
Kaido stopped developing to me, I was genuinely surprised when I saw that quick King flashback, Kaido fucking smiling from ear to ear, feeling passion and shit.
We need context on what broke him. Kaido is a bit like Doffy to me but obviously Kaido peaked almost at the top of the world whereas Doffy way lower.
I see this comparison because they had dreams beyond simple ruling a country or shit but yet they had to stop at this.

Roger has his good quality sword, swordmanship ability, haki ability, Voice of All Things, and Will of D tho?
I mean Luffy has his DF but Roger has his sword, more or less similar. Each has a weapon.

The strongest ones have everything, thats why they can conquer the world.

Kaido statement was mainly only about Roger
Shanks didn't conquer the seas as King of this era nor as WS despite his haki, he's below Kaido & BM
Prime Garp was never even above YYonko despite his haki, he still was struggling vs Chinjao.
Roger had max haki + top skills + i bet D. Clan ancestral powers.
Roger is just the exception. Every King of the seas or WS has df except him!
