The Flying Six are the veteran equivalent as seen by how Page1 reacted to a Sanji - similar to but slightly better than Oven.

Either the numbers are a distinct group of similar power or below the Flying Six.

They actually don't need to be too strong. They can be Hardjudin level and still be a huge threat. Their size alone should make them mid tiers in my opinion. If Kaido went to war he can use them to clear huge chunks of fodder. It's the same way marines has a whole squad of giant VAs. Their size alone means they have enough power to be minimum RA.

If they all have Zoans then Kaido would have the biggest number of "Natural" Devil Fruit users in his crew out of all pirates crews so far

One of them manhandled both Inu and Neko who were both probably Kinemon/Kiku level back then , they are all probably stronger than Harjudin

It's likely because they are too much of dumb muscles and drunkards to be effective commanders and to do missions that require more finesse and subtlety than just smashing foes.
