He has been perpetuated it it since WCI arc, he'll continue to the end of this arc too. As much as I loathe it I have stopped making myself illusions about the chances of Big Mom having a real fight against Luffy and the Straw Hats because they'll always have an absurd amount of plot armor and PIS to protect them from her and her crew and because Oda can't stop himself from devicing plot devices with Big Mom that are more ridiculous than the others such as her having mental crisis and rampages, the Mother Carmel's picture issue, Zeus being taken from her, the Tamatebakko box explosion, the waterfall that she should have crossed easely on Prometheus, her being amnesiac with Napoleon conveniently not doing anything during that time or her falling asleep just before she could exterminate Queen.

I think Big Mom will finally show her true power on the rooftop, not necessarily go all out however. At the same time my sensation is that she will more likely not be defeated during this very arc. But I will be mad at Oda if he doesn't make this rooftop fight consistent at the very least.
