Why the fuck are you complaining about manga with non canon movie arguments and using them as smth legit lmao?
The only canon stuff there is Shanks past and that's all.
And this is a manga about pirates. And anyone with some basic number of brain cells knew that Yonko > Admirals, therefore after Luffy defeating the strongest one (or more like the 2nd), ofc Navy would not look like a threat.

About the Red Hair, i think Shanks will ally with Luffy only after Luffy surpass him or his test or whatever. Before that, i think it will be a 3-way fight between L vs BB vs S. But Beckmann Lucky Roux etc...i dont think each of them as above Admirals. I dont think they are at Admiral level, even, still below, whatever slightly.

About this thread overall,
I think World Government is still stronger than the alliance and friends, but not as much. So it's a near equal of a match. And...even when the chances were slimmer in Wano, but Oda always wrote asspull powerups and nerfs to the villain so the tension instantly plummeted.
So since it's the writing quality itself that is subpar...i dont think whatever imbalance the powerscaling that exists will affect the storytelling itself, since Oda WILL make fake hypes for the enemies and ruin the tension whenever he feels like it anyway.

I think what bugs me the most is honestly the BBP like they are supposed to be the Xebec parrallel as it's said as a fact Roger's biggest foe didn't come from the Marines (Garp/Sengoku/Kong etc) , it came from a pirate Xebec and his crew
Now does anyone really believe that Shiryu Pizzaro Devon are nowhere near Newgate LinLin Shiki ? and no amount of fake hype can make them catchup
The World Goverement on the other hand the question isnt really about the top guys like Imu could match Luffy sure but if i make the list of allies the list is insanely long and unless SSG is game breaking its too much and the worse could be yet to come as there's theories that Vegapunk is a revolutionnary and that the SSG will turn and once that happened no tension will be left , its just a smooth sail as the final saga
