The problem with current OP is that it's hard to tell if something is genuinely a mistake, or Oda deliberately showing something. We all remember that chapter where things were off and people assumed the strawhats were dreaming, and how Gunko wasn't given a CD name at first, and Shamrock didn't have Saint in his name. All got fixed in the volume release.

So now we have a relatively peaceful looking Mariejois, Luffy no longer having his Elbaf clothes, or Loki showing lightning powers while in Seastone.....

You're assuming that the "in flames" line is literal

It would make a lot more sense if Imu was referring to the Celestial Dragons themselves revolting or causing a scene due to the blockade that the Revolutionary Army setup

Shamrock was sent back because he's the current commander of the Holy Knights and likely someone that all of the other CD's respect. That and maybe he was also sent to deal with the blockade himself

Imu isn't a public figure and even the Celestial Dragons don't know of their existence so they can't come out themselves and do or say anything
