No they don't compete for One Piece. Proof of this is both Law and X-Drake. I would say also Apoo since he is Kaido's pet.
Zoro and Killer are also Worst Gen but being Vice-Captain basically means they are not aiming the same dream their captains aim. Of course both want their captain to achieve their dreams but that doesn't make Zoro and Luffy rivals or Kid and Killer rivals(like Kid and Luffy had a chance against their best men).

"Rivals" like if Neji could handle 5th gate Rock Lee or Kakashi that could have been much more overpowered ninja but I agree he couldn't handle 8th gate Might Guy.
Naruto Rasengan being stronger than Sasuke Chidori in their first battle was as much bullshit as Sasuke transformation power up to win Naruto later on.

Neji was always stronger than Lee, until his dying breath. Lee's infinite Tsukuyomi dream being to finally beat Neji ( and Naruto) proves that. Kakashi was kinda nerfed with that chakra draining sharingan, but yeah he could've been something else.
How was it bullshit? Rasengan was introduced as being stronger than the Chidori from the get go and not just some random thing. He only won cause naruto chose to prove him wrong, which would technically make it a draw in my book

No cap Lee has never beaten Neji, with or without gates and that's a fact. Whether he beats chunin exam Gaara is debatable, but that doesn't matter as Lee lost badly.

And that's nothing to boast about as Chidori is a (failed) Rasengan plus lightening element added to it. Yes debatable. No he didn't, garaa was perfectly fine after the fight and Lee was a cripple that needed Tsunade to heal him. Sasuke copied a weightless Lee's movements and mimicked his speed against Gaara and bypassed his sand. Lee needed (and it was stated by him) the gates against Neji, meaning his weightless speed was easily kept up with by Neji. And Neji's attack potency > Lee as Neji states he can literally destroy chakra constructs and techniques. R.i.p sand anything
Rock Lee's 1 wish in Infinite Tsukuyomi was to finally have a chance at beating Neji. So either it's he's never tried fighting Neji again (very stupid of him) or he did and Neji still beat his ass, you can choose whichever one you want lol.

Naruto Rasengan by the time we faced Sasuke in Naruto Classic he just throwing away people. Just watch what he did with Kabuto free hit Rasengan.
Sasuke was lethal with Chidori since he learned in Chunnin Exam.
Same story and same 2 characters. If Lee hasn't/couldn't beat Neji in shippuden, sure has hell not doing it in part 1, that's just common sense.
