Unless Big Mom gets a second major arc, then Blackbeard's next and the World Government follows afterwards. We could still have small arcs like Elbaf, and it can still close out Luffy and Big Mom's beef (if his performance with Kaido gives you doubts, then this will tell you he's Emperor level).

I’m sure Luffy would get power ups in Wano but I still can’t imagine him legitimately beating Kaido and even later on, BB and maybe Akainu. And for all of that to happen within 250 chapters (assuming Oda does 50 chapter a year even though we know he won’t), it’s far fetched. Until we get there, I refuse to believe this is an accurate estimation
