Yeah, it is kind of amusing that all of CP9 got a promotion for failing at their job. It makes the WG look like even more of a clown show after the events of Wano.

No They are not, Oda already said that Anime Staff forced him to add Blueno & Kalifa to CP-0 which He was against, but They insisted.
So He added them as Non-Masked Members

Since Blueno/Kalifa are Non-Masked, then obviously Fukurou & Kumadori are not
And if Jabra was Masked, He wouldn't be grouped with all Four of them

Obviously all 5 are Non-Masked

It is unbearably lazy to just throw all the CP9 folks onto the team and serves no purpose in the narrative; their cover story ended with them escaping the cycle of performing state-funded assassinations and sailing off to something better, so throwing them back into the fold like this, with all sense of character development abandoned, is cheap writing for seemingly no reason. I didn’t expect them to become good guys, but I figured they wouldn’t go straight back to the organization that dictated their entire lives

IDK what really was CP-0 purpose but Oda is setting up them to be allies for now on and you are just stupid to not realize that.

Pretty much all villains from past comeback as allies.

Buggy and Crocodile at Marineford and pretty much Cross Guild will ally to Strawhats at some point.

Lucci and Kaku just allied to them to fight Seraphims.

Opponents of Coliseum became Luffy's fleet.

Aokiji pretty much will betray Teach and ally too.

Fujitora will betray marine/WG and ally too.
