I don’t think it’s about the position, because the narrative purpose of bounties is to show the comparison between these characters.

But think about it. Admirals are considered strongest and not FA in general. Hence even in old age sengoku still could remain a FA.

FA position is simply more important. If there existed something above FA and included in marine structure like kong , he would have gotten 6B or something like that.

Admiral defines strongest strength wise in general.
 
But its much less about akainu and more about FA position though. Had old sengoku been a FA , he would have also gotten 5B.

They fought because the two of them were both deemed worthy of being the Fleet Admiral. They fought to prove who was stronger and more worthy of the role.

Admirals were called the strongest force in the navy prior to the change in the naval system when the fleet admiral was an older Sengoku.

Now things changed and the bounty system reflects it.
 
I never lose, keep using fan made megazine as I always said Sakazuki and Kuzan are the strongest rivals currently in the Manga.

Yeah Shanks is on the level of Akainu and Kuzan (I think a bit weaker than Akainu) but fraudhawk lmao, always put him slightly stronger than Issho and seems like it :beckmoji:
