General & Others Omote (表) and Ura (裏) twin concepts, and why people misunderstood Nasjuro words to Akainu

Hello everyone, here's a serious thread.
I'm not posting it in the battledome because I'm not sure it'd fit.
This reply of Nasjuro to Akainu who barged in the Gorosei room to insult them for tarnishing "his image" has been used for over a decade to minimize the role of marine (and by extension the admirals) :
For some reason it has been used as a powerscaling statement of some kind, like "the marine are not relevant and the true power of the WG is hidden"?
Let's see what Nasjuro called the marine in the original text

But what does 表 mean exactly? It does translate public/outward face, but in japanese it is directly tied to the 表裏 (omote ura) concepts ,that are applied to pretty much every aspect of Japan

What is the Marine in the One Piece world?
The Marine is the military organization whose stated mission is to uphold justice, protect the innocent, and maintain order across the seas. While there are a lot of corrupts officers and extreme justice obsessed people in it, To most of the world, the marine are still heroes, being the ones fighting pirates and maintaining peace. They're basically protecting the One Piece world from criminals of all strenght, some as strong as the pirate king (Garp vs Roger)
It's no wonder why they would be considered the omote of the world governement. For all their flaws they're the only seemingly positive aspect of it for the general populace.
What are the other groups working for the WG?
Cipher Pols :
Specialize in assassination and spying, activies that are understandably kept hidden from the general public
Holy Knights :
Organize activities like "native hunting festival", I don't think I need to say anything more.
I think we all agree that these groups fall in the Ura, meaning inward face of the governement just based on what they do, right? CP0 (and HKs don't seem to be either) might not be a secret group, but it's not an aspect of the WG they're proud to show off to the public.
What am I trying to say?
I can't predict the future or what's in the author mind, so maybe there's actually some ultra secret group that makes the marine irrelevant, but this is beside the point. My point is that Nasjuro saying something factual isn't powerscaling related nor does it mean they have no respect for the strongest marines as the outward face/inward face of the WG been a thing as early as the W7 saga.
People, there is a reason why elders personally chose an admiral for Saturn protection instead of a CP0 agent or a Holy Knight.
All these statements about admirals being the ultimate fighting power of WG and being the reason CDs are able to keep their power are yet to be disproven.

Here's my take on the scene now omote and ura is explained :
It was after Gorosei and CP0 did shady stuff behind the scene to allow Doflamingo to keep his warlord position despite initially announcing that he wasn't one anymore, which pissed off Akainu as he sent an admiral to handle the matter.
I see it as Nasjuro telling Akainu to swallow his pride as it's none of his business no matter how offended he feels, Akainu feeling personally humiliated or not won't change that WG been doing shady deal since forever and will continue to do so.

I always thought that statement was irrelevant to whether or not the WG as a force is stronger than the marines, which remains to be seen
The Marines are the public face of the World Government and known to the public. Even if organizations like the Holy Knights are known to the average person, they're far less important to them than the marines

Saying the navy is the face is just saying that they’re used to deter main enemies while the secret WG forces can do their job done without bringing attention to them.
