When they counted the mid-term votes, they said Luffy just barely beat Zoro then both of them appeared a lot in the 'Hot' ranks after that. I'd say there's a pretty good chance though I have no idea about Japanese mail votes. Even if Luffy's number 1, it'll probably have been close.
