Sorry Mihawk fans but Shanks>=Mihawk is as high as I can go, they haven't fought in over a decade and absolutely no one in universe treats Mihawk as if he was above Emperor tier, if Shanks had agreed to fight for the marines at marineford they wouldn't have been begging Jinbe and Boa to reconsider so even my estimate is under the assumption that the world underestimates him and he could actually stalemate Shanks in an all out fight.

You forgot to consider that Shanks had that much impact because he has a crew of top tier fighters, all with balanced bounties like his.

Mihawk is a lone wolf, acts alone, and was still called as a Warlord. He can't be considered an Emperor because he doesn't have a crew or takes a bunch of areas as his regions, he only stays at an abandoned island nobody wants to live in anyway.

Even if he is just ONE DUDE, the Marine sends a bunch of fucking ships after him, while sending less people to get Boa and Buggy who have full crews, and Weevil even less people, because he also doesn't have a crew.

Shanks couldn't stop Marineford alone without his crew, if he was alone like Mihawk, that shit would've kept going.
